Data Management Modernization

TrueTandem successfully supported the Center for Disease Control (CDC) Division of Select Agents and Toxins (DSAT) by migrating their Federal Select Agents Program (FSAP) to a cloud-based platform. This migration included pushing the system to cloud production and transferring all production data to the new cloud environment. TrueTandem also provided training and knowledge transfer to federal employees, enabling them to independently manage and operate the new system on a daily basis. The project streamlined FSAP operations and improved the CDC’s ability to manage select agent and toxin data securely and efficiently. 

The eFSAP system architecture is a cloud-based solution consisting of Azure web services front end, data repository in Azure AD, document storage in Azure Blob Storage, and authentication provided by a combination of identity services. External users access the system via CDC’s Secure Access Management System (SAMS). Internal users access the system via Active Directory. Under this Task Order, TrueTandem improves processes for the oversight of select agents and toxins and imported infectious biological materials. The electronic Federal Select Agent Program (eFSAP) system to be supported is currently rated as a NIST 800-53 HIGH classification and the eIPP System. TrueTandem coordinates with the existing Operation and Maintenance (O&M) Team on all proposed changes and throughout the implementation of the change process. TrueTandem utilizes an agile approach to elicit requirements, design, develop, test and deploy enhancements for both eFSAP and eIPP information systems. Requirements are collected in the form of User Stories to include acceptance criteria. Estimation and prioritizing of requirements occur at the beginning of each release and are refined at the beginning of each sprint. User stories are considered completed when they pass testing by Government product owner team, pass a security scan for adoption into the final product, are approved for implementation by the FSAP Directors, and are successfully implemented into production.
